Mauritius is the trip for a couple or family where not everyone is glued to their regulator. If the budget will not quite reach the Indian Ocean, the Red Sea is where luxury goes furthest. A handful of five-star resorts on the Egyptian coast pair a serious house reef with a short flight and a fraction of the price, and the diving is as good as anywhere, not a consolation. You give up the overwater-villa fantasy, but you dive more, for less, and fly half as far to do it.
Luxury without a resort: the high-end liveaboards
Luxury is not only a land-based idea. The top end of the liveaboard fleet, in the Maldives and Indonesia especially, runs to spacious cabins, a handful of guests to each guide, a dedicated camera room and a chef who would not be out of place ashore.
